FOSCOD’s Community Empowerment and Development Program (CEDP) is a comprehensive and integrated initiative dedicated to fostering sustainable local development in Uganda’s underserved communities. Launched in 2022, CEDP strategically expanded from the Global Learning Exchange (GLE) program to embrace a broader, integrated development model.
It places environmental sustainability and renewable energy at the core of all initiatives, recognizing their pivotal role in driving positive social change and addressing urgent environmental challenges.
Our Approach
FOSCOD employs a unique and ethical integrated approach to community-based development, guided by the foundational principles of environmental sustainability and renewable energy. These principles are not merely program components but are integral to every intervention designed and implemented.
Our model emphasizes deliberate cross-sector collaboration, actively engaging global citizens, academic institutions, and grassroots communities to co-create locally rooted, globally informed solutions. Through the Global Learning Exchange Program, FOSCOD facilitates direct engagement between students, researchers, and development practitioners from around the world and underserved communities in Uganda. This mutual exchange allows for the application of sustainable development practices in real-world settings, combining global insights with invaluable local knowledge. By fostering collaborative, hands-on engagement, our approach supports community initiatives that are grounded in local priorities, enriched by diverse perspectives, and structured for long-term impact.
We specifically focus our efforts on ecologically sensitive areas, such as Kalagala Parish in Buikwe District, Uganda, where we address urgent environmental challenges by embedding clean energy and environmental resilience into every aspect of community life. Whether advancing solar-powered water systems, clean cooking technologies, or climate-smart agriculture, our work aligns clean energy access with community empowerment to support inclusive, sustainable development.

Areas of Focus
The CEDP operates through five interconnected thematic areas, ensuring a holistic framework for lasting community transformation:
Building local capacity and fostering innovation by delivering training in renewable energy technologies and green entrepreneurship.
Promoting sustainable sanitation, clean cooking energy, and eco-friendly healthcare practices to cultivate healthier and more resilient communities.
Supporting environmentally conscious livelihoods through green enterprises, sustainable agriculture, and circular economy models.
Expanding conservation initiatives, carbon offset efforts, and community-led green planning to protect and regenerate natural ecosystems.
Fostering inclusive participation in climate action and advocating for equitable access to clean energy and development resources.
